Summary of Mvunga  Constitution Commission Report                           Download

On the 24th September 1990, in an address to the 25th National Council of the United National Independence Party (UNIP), His Excellency the President, Dr. Kenneth David Kaunda, informed the Nation that the party and its government had decided that the country should revert to a multi-party democracy. The president also announced that a commission of inquiry would be appointed to recommend The Constitution for the Third Republic. Subsequently, on the 8th of October 1990, His Excellency the president appointed The Constitution Commission of Inquiry, hereinafter referred to as the Commission. The commission, which was appointed under the Inquiries Act (volume 4 Cap.181 of the laws of Zambia), was dated 8th October 1990. Membership of the commission consisted of the following:

The Citizens' Convention which was held at the Mulungushi Conference Centre in Lusaka from the 1st - 10th March 1996 was the culmination of efforts by Civil Society and other interested citizens to advocate a popular mode of adoption of the Republican Constitution.
On 22 November 1993 the Government appointed a Commission to review the 1991 Constitution. This was in response to sentiments from various quarters in the country that the 1991 Constitution had essentially been a care-taker document meant to allow for multi-party elections. There was therefore need for a Constitution to be made that would be a lasting document and more importantly express the will of the Zambian people.

By Statutory Instrument No. 46 of 1972, Your Excellency appointed us Commissioners to consider and recommend changes in the Constitution of the Republic of Zambia, the Constitution of the United National Independence Party and matters related thereto necessary to bring about the establishment of a One-Party Participatory Democracy in Zambia.
