LOCAL ADMINISTRATION
4.1 Provincial and
District Administration
The commission recommends that:
-
The president should appoint a provincial or
resident minister who will be in charge of all political functions
in the province and will be answerable to the president;
This is ACCEPTED.

The provincial or resident minister be assisted
by a small, but effective, team of civil servants;
This is ACCEPTED.

At the district level, the Third Republic
should revert to the mayoral/chairmanship system which existed
before the introduction of the Local Administration Act No.15 of
1980;
This is ACCEPTED.

Civic and political functions at the district
level must be severed and separated, with the former being
administered by the mayor/chairman and the latter, by a political
appointee assisted by civil servants headed by the District
Secretary;
This is ACCEPTED.

In the light of some successful local
government systems elsewhere, consideration should be given, at an
appropriate time in the future to residents who are not Zambians
to take part in the local government elections by expressing
themselves in local affairs and contributing to local development;
This is ACCEPTED.

Consideration be given to the request for
re-demarcation of Provinces.
This is ACCEPTED.
