Profile

Dr. Mulenga Chitemfuma Marcel Bwalya is a Senior Lecturer in the department of Government and management Studies. He has over 40 years work experience in management, training and research in the Public Service, Local Government Administration and Management Development, 30 of which have been at the top public service management and training level. He has extensive experience in Public Sector Management, Policy Analysis and Management as well as Strategic Planning and Management. He has undertaken training assignments in Organisation and Management Development, Human Resource Development and Management and Institutional Management. Other skills are in Project Management – from 1991 to 2002, involved in the design, implementation and monitoring of the Zambian Public Service Reform Programme (PSRP), Public Service Capacity Building Programme (PSCAP) and various projects under UNDP/GRZ auspices.

CONSULTANCY AND CONTRIBUTION TO PUBLIC SERVICE:

  • February, 2021: On request from the Clerk of the National Assembly, submitted a written memo and oral presentation to the Parliamentary Committee on Cabinet Affairs, comments on the ramifications of the NIPA (Amendment) Bill No. 9 of 2021.
  • 2017-2021: With Masiye, J. N., conducting research towards a chapter to be titled “The New Public Management (NPM) Crusade at Cross-roads: Reflections on the Zambian-cum-African Experiences” in the planned departmental textbook to be titled Political and Administrative Change in Zambia: Drivers, Processes, Achievements and Challenges to be edited by Mulenga C.M. Bwalya, Clever Madimutsa and Phineas Bbaala.
  • 2015 TO DECEMBER, 2017: Under the auspices of and in collaboration with the National Institute of Public Administration (NIPA), conducting research on the history of the Institution. Preliminary draft with NIPA to identify the gaps that require filling. The expected deliverable will be a book titled “A Select History of the National Institute of Public Administration, 1963 to 2015
  • 2016, October -  Jan. 2019: With 14 other Commissioners appointed by the President of the Republic of Zambia, conducted an investigation into the leading causes of the electoral violence ad voting patterns of all general elections between 2006 and 2016. Report presented to the President on 30th January, 2019.
  • 2003, Oct. – August. 2005: Part of a team of consultants commissioned by the Government of the Republic of Zambia to carry out a National Road Sector Institutional Study. This study was aimed at developing a vision for the transport sector in Zambia, to make operational the Road Sector Agencies created for purposes of improving and rationalising road services in Zambia. It was part of the Road Management Initiative (RMI) supported by the International Development Agency IDA) programme. The work included development of the Human Resource Operations Manual, Job Descriptions and Specifications, Remunerations and Salaries Structures, etc. for Agencies. The Final Report was presented to the Government for consideration at the end of August 2006. The end result were the current Road Sector Management agencies known as Road Fund Agency (RFD), Road Development Agency (RDA) and Road Transport and Safety Agency (RTSA),
  • 2004, Jan.  – May 2005: Team Leader of the consultancy commissioned by the Government of the Republic of Zambia to assess the impact of the Public Service Reform Programme (PSRP) and the Public Service Capacity Building Programme (PSCAP), to propose effective strategies for furthering the reform process and recommend ways of effectively dissemination of the benefits of the programme. The Final Report was presented to the Government in January 2005. Final Report accepted by Government in August 2005.
  • 2003 Sept. – Dec. 2004: He was part of the team of consultants commissioned by the Government   of the Republic of Zambia to undertake the review of the Public Policy process in Zambia. The main objectives of the Consultancy were to:
  • 2001 – 2003: In conjunction with the Agder Research Foundation of Norway, supervised a consultancy programme to assist select Local Authorities to identify their weaknesses and potentialities that were used to improve their performance in resource mobilization. The results were very encouraging, with the pilot District Councils of Chipata, Chibombo, Mazabuka and Kasama registering reasonable improvements in their income from identified projects.
  • 1999    Consultancy assignment to Redefine the Role of the Management Development Division, Cabinet Office, Zambia, 4th to 20th March, 1999. Report entitled “Revitalising Public Service Reform Programme (PSRP) Implementation: The Focused Role of the Management Development Division (MDD), Cabinet Office”.
  • 1992 –1997     Providing consultancy and programme support services and inputs to Zambia’s Public Service Reform Programme (PSRP) as Project Manager, GRZ-UNDP Public Service Management Project.
  • 1991    Consultancy research on “Institutional and Managerial Reforms in Zambia’s Public Service” for the UN Economic Commission for Africa (UNECA), September to October, 1992.
  • 1988    Research on “Policy Making Within Governmental Administration.  The Case of Zambia” under the sponsorship of the Commonwealth Secretariat.
  • 1986-1987: Research entitled “Regional Co-operation in Southern Africa: A Critical Study of SADCC”. Output:  Paper on regional co-operation and imperialist penetration in SADCC delivered to the International Seminar on Southern African Responses to Imperialism, Harare, and 22-24 April.
